Property at the top of the building and no lift

I contacted the accomodation to tell them I was arriving at 18h. They said that was fine and they would meet me in person. Then I realised my train would be late and I was going to arrive at 18.30. I contacted the property, however they replied cheekily saying not to change the time again. When I arrived I was not met in person. I had to phone. The cleaners were upstairs and they let me in. The cleaners son said to contact him if I had any problems during my stay and that he was my point of contact. The cleaners told me that they weren't expecting anyone to stay, that there had been a mix up and that the apartment would be ready in 2 hours. This was at 18.30 in the evening. They also told me that the previous people staying had left the property in a complete mess. So I left and returned at 22h. When I returned I found the apartment to be pretty basic. The price for what you were getting was pretty poor. It is on the 4th floor no lift. When I entered all the washing from the previous guests were on the clothes horse / washing line - sheets, towels etc. The electricity tripped when we used more than one electrical device. One of the sofa bed mattresses was really damaged. There was no support from it when you lay on it. They said that it was our fault and wanted us to give them money for a new sofa bed. Finally the upstairs is not suitable for young children as the upstairs is open and they can easily fall onto the floor below. Some of the wooden steps are loose as well. The microwave does not work.
